Tournament Policies


If you plan to participate in any tournament(s) conducted by the PBCGA, it is important that you read the following information. It is your responsibility to know the rules and regulations concerning participating in PBCGA events.

Conditions of Play - Entries are subject to rejection at any time by the PBCGA. The reason for rejection may include false statement of handicap index, improper attire and/or unbecoming conduct. Any person whose entry is accepted shall be subject to the rules and conditions of play set forth by the PBCGA. In all PBCGA championships, an official event may be constituted by reverting to the results of an earlier round. Eighteen holes may constitute an official event.

Eligibility - In order to be a participant in a PBCGA tournament, you must be an amateur golfer and a member of the PBCGA. Exceptions are the Parent-Child and the Nicklaus Junior Championship. These are open events.

Entry Priority - In order to accommodate online entries, ALL COMPLETE ENTRIES for ALL EVENTS (whether online, mailed or otherwise) will be accepted based upon the order of receipt. Entries received after the competitive field is full or after the close of entries, will be placed on a waiting list.

Tournament Information - Information concerning practice rounds, course assignment, pairings, starting times, etc. will be posted on the PBCGA website at www.pbcga.org one week prior to the event. Upon request, information can be mailed. If you have not received your information within 5 days of the event, it is YOUR responsibility to contact the PBCGA Tournament Office.

Withdrawals - Players who have applied to participate in a PBCGA event and wish to withdraw for any reason MUST notify the PBCGA office at 561-625-0400 prior to the event. Players who fail to follow this procedure will be listed as a NO SHOW.

No Show - Any player who fails to show for their scheduled tee time without first notifying the tournament committee or walks off the course during their stipulated round will be fined $100.00 dollars and the player(s) will be subject to possible suspension following a review by the Tournament Committee and the Board of Directors. The fine is to be paid in full and payable to the PBCGA Scholarship Fund before the player is eligible to compete in any future PBCGA events.

Refund Policy - Requests for refunds received prior to the entry closing date will be honored (less $5 per entry administration fee). Requests received after the closing date will be honored (less 50% of the entry fee). No requests will be honored within 48 hours of the first scheduled tee time.

Rules - Play will be in accordance with the current USGA Rules of Golf, the current PBCGA Hard Card, and applicable Local Rules. Questions shall be settled by the PBCGA Rules Committee whose decision shall be final.

Attire - Proper attire for competitors and caddies is required at all times at the golf facility. Failure to comply may result in withdrawal of entry. The dress code prohibits tank tops, t-shirts, denim shorts, jeans, cargo shorts and short shorts. All hats must be worn properly. All shirts must be tucked in. No coolers are allowed.

Flighting - If a flighted round is not completed by the entire flight, the flighting will be ignored for the purpose of prize distribution.

Rain policy & Procedure - In the event that on the final day of a tournament we are not able to finish the round the following guidelines will be used. If the course is available the following day and at least 80% of the field completes their round, we will bring back the remaining 20% to complete the tournament round. If less then 80% of the field finishes their round on the final day of the event, the round will be canceled.


PACE OF PLAY POLICY - Effective January 1, 2010

The PBCGA Championship Pace of Play Policy utilizes a two checkpoint system.

- Checkpoints will be on holes #9 and #18, unless otherwise indicated.
- Players will not receive warnings.
- Each group is responsible for monitoring their own pace.

To avoid penalty, groups must complete each checkpoint hole:

1. Under the allotted time, or
2. Within 15 minutes of the group ahead.

All players in a group in breach of the pace of play policy at any checkpoint are subject to penalty.

Penalties

First Breach of Round = 1 stroke penalty to each player in the group.
Second Breach of Round = additional 2 stroke penalty to each player in the group.

Notification

Any group that completes a checkpoint hole in breach of the pace of play policy will either be signaled by verbal notification by an Official or a Red Card. Officials at checkpoints should never be confronted.

It is the player's responsibility to recognize and acknowledge when a breach has occurred at each checkpoint and penalties must be recorded on their scorecards. Penalties are to be added to the checkpoint hole the group received the Red Card or was notified of the breach. (usually holes #9 or #18)

Allotted Time - The "allotted time" is the maximum time allowed to complete play of the course or the holes between checkpoints. The allotted time is predetermined by the Tournament Committee and may be adjusted between rounds. Time for ball searches, rulings, and walking or travel time between holes is included in the allotted time. The allotted time for each course will be posted in multiple prominent locations at the tournament site. In addition, the allotted time to complete each hole will be designated by a "time par" on each player's scorecard.

Rule 6-7. Undue Delay; Slow Play states: "The player must play without undue delay and in accordance with any pace of play guidelines that the Committee may establish. Between completion of a hole and playing from the next teeing ground, the player must not unduly delay play."

Position

First Group(s) off Either Tee - The first group(s) will be in breach of the pace of play policy if they take more than the allotted time to finish a checkpoint hole until they reach (within 15 minutes) any group ahead. After they reach a group ahead, both conditions must be met to be in breach of the pace of play policy.

Concerned Players and Appeals

A player concerned about slow players in a group should first remind others in the group of the pace of play policy and encourage them to play more efficiently.

The concerned player may, before or after penalties are assessed, request an Official to monitor the group.

Appeals for exceptional situations will be considered only in the scoring area after the completion of the round and prior to the return of a player's scorecard.

Timing - A group's completion time at each checkpoint is measured when the flagstick is replaced in the hole once all players in the group have holed out.
